WPA Health Insurance Review 2026

★★★★★ Defaqto 5-Star Updated August 2026

WPA only does health insurance. No car cover, no home policies, no life products bolted on. It's been doing that one thing since 1901, it has no shareholders, and it placed second out of ten providers in independent 2026 ratings for the second year running.

The policy is built differently too. Where most insurers give you one shared out-patient pot, WPA splits cover into separate allowances so physiotherapy doesn't eat your diagnostics budget. It also lets you pick any consultant in the UK rather than working from a guided list.

More than 470,000 people hold WPA cover, all of it health insurance. WPA sells no other insurance products at all.

New

Standout Feature

Fast Track Pathways, live since November 2025, let you skip the GP entirely for physiotherapy, skin concerns and cancer diagnosis.

Cover Detail

What Does WPA's Complete Health Cover?

Complete Health starts with a core of in-patient benefits, then adds around eleven optional extras individually. This is what arrives before you add anything.

In full

In-Patient & Day-Patient

Hospital treatment, surgeon and anaesthetist fees and nursing care form the core of every Complete Health policy.

Unlimited

Fast Track Cancer Diagnosis

Complex scans and biopsies needed to reach a diagnosis, covered without limit and without drawing on your standard diagnostic allowance.

£4,500

NHS Cash Benefit

Up to this much a year if you choose NHS treatment instead of claiming privately. More than double Vitality's standard cap.

£250

Out-Patient Allowance

A starting allowance for out-patient consultations. Deliberately a floor rather than a ceiling, since most members build on it with extras.

24/7

Remote GP & Helpline

Round-the-clock access to a doctor by phone or video, plus a health and wellbeing helpline with counselling for anyone over 16.

Any UK

Consultant Choice

WPA doesn't operate guided consultant lists. You pick any specialist in the UK within WPA's fee limits, which is unusual at this price point.

Cancer diagnosis and cancer treatment are not the same thing

Fast Track Cancer Diagnosis is core. It gets you seen quickly and covers unlimited scans and biopsies to establish what's wrong. Actual treatment, chemotherapy, radiotherapy and surgery, sits in a separate optional extra called Cancer Care. Brokers add it to almost every WPA policy they build, but it isn't automatic. Ask our broker partners to confirm your quote includes it.

How It's Built

How A Complete Health Policy Is Put Together

Three decisions, and the middle one is where WPA differs most from the rest of the market.

Step 1 · Fixed

Core Cover

In-patient and day-patient treatment, Fast Track Pathways, a £250 out-patient allowance, remote GP, wellbeing helpline and NHS cash benefit. Present on every policy.

+
Step 2 · Itemised

Separate Allowances

Add cancer care, mental health, therapies, dental, enhanced out-patient and diagnostics. Each has its own limit, so one doesn't consume another. Around eleven extras in total.

+
Step 3 · Cost control

Excess Or Shared Responsibility

Take a traditional flat excess, or WPA's 75/25 co-payment model with your own annual cap. A no-claims discount then builds towards a maximum of 70% over time.

The Differentiator

Separate Allowances, Not One Shared Pot

Most insurers give you a single out-patient limit that everything draws on. Consultations, scans and physiotherapy all come out of the same money, so a course of physio in March can leave nothing for a scan in October.

Why the split matters

WPA gives each category its own allowance. Your physiotherapy budget and your consultation and diagnostics budget are separate pots, and neither can exhaust the other. Cancer diagnosis sits outside both, so investigating a possible cancer never touches your standard limits.

2nd of 10
WPA's ranking in independent 2026 UK private medical insurance ratings, scoring 89.7%, for the second consecutive year.

That structure is a large part of why WPA finished first in its category for hospital and cancer treatment, and joint first for out-patient and extra benefits, in the same independent review. It also ranked no lower than fifth in any of the six categories assessed.

Worth Understanding

Shared Responsibility Is Not An Excess

This is WPA's own invention, and the World Health Organisation has credited the company with pioneering the coinsurance model that much of the industry now borrows from.

An excess is a flat amount you pay before your insurer covers the rest. Shared Responsibility is a percentage split instead. WPA pays 75% of eligible treatment costs no matter how small the claim, you contribute 25%, and you set your own annual cap on how much of that 25% you'll pay across the year.

The detail most summaries miss

Shared Responsibility applies per person, per policy year, not per claim. Once your contributions reach your chosen cap, WPA pays 100% of eligible costs for the rest of that year however many further claims you make. On family policies, different members can be set at different levels. It's optional, not applied to every policy by default.

Recently Launched

Fast Track Pathways

Live since 1 November 2025, three routes that skip the GP appointment entirely.

Fast Track Physiotherapy

Same-day appointments through WPA's partner Ascenti, in person or virtual, with an initial assessment, four follow-ups and a personalised recovery plan.

Fast Track Skin Support

Skin concerns are among the most common reasons people see a GP. This route removes that step and gets you to the right specialist directly.

Fast Track Cancer Diagnosis

For breast, prostate or skin cancer symptoms. Unlimited complex scans and biopsies to reach a diagnosis, or reassurance if there's nothing to find.

Pathways are delivered through third-party providers and are subject to those providers' own terms, which can change. WPA isn't responsible for the services those providers deliver.

Cost

What Does WPA Cost?

Because Complete Health is built from separate pieces, your price depends heavily on how many extras you take. Core-only cover is among the more affordable ways into private medical insurance. Adding cancer care, enhanced out-patient and mental health cover moves it considerably.

WPA's own quote journey shows three worked levels side by side, core, mid-range and comprehensive, and lets you adjust on screen to see the effect on premium. That's a genuinely useful starting point before you speak to anyone.

Remote GP consultation, included as standard with WPA cover
LevelWhat's Included
CoreIn-patient and day-patient treatment, £250 of out-patient consultations, remote GP, wellbeing helpline, NHS cash benefit and Fast Track Pathways
Mid-RangeEverything in Core, plus comprehensive cancer care, out-patient consultations up to £1,000, £1,000 of diagnostic tests, £500 of therapies, and cash contributions for optical, dental and audiology
ComprehensiveNo limit on out-patient consultations, diagnostics or therapies, plus mental health cover, some overseas cover and access to premium hospitals
Three things that shape your premium

Premiums run higher in London and the South East and lower across the North and Scotland. WPA doesn't offer a couples or family discount, so cover is priced per person. And the no-claims discount builds towards a maximum of 70% over time, which makes WPA notably cheaper the longer you go without claiming. For wider context see our health insurance cost guide and free price calculator.

For Employers

WPA For Business

WPA's business range carries the same itemised approach, letting you set cover per employee rather than putting everyone on the same tier. Shared Responsibility works at scheme level too, and family members can sit at different levels from the employee.

Small business owner considering WPA business health insurance

Enterprise Flexible Benefits

For 2 to 14 employees. A tiered group scheme where each employee, and any family members added, can hold different levels of cover.

Precision Corporate Healthcare

For 10 or more employees. Combines private medical insurance, cash plans and dental cover into one scheme with benefits set per employee.

NHS Top-Up Corporate

For 3 to 49 employees. Simpler company-paid or voluntary cash plans supporting everyday health costs.

For larger organisations, WPA Protocol Plc, a wholly-owned subsidiary, builds bespoke self-insured schemes for companies running their own corporate healthcare trust. There's no maximum joining age on WPA's business schemes.

FAQs

WPA Health Insurance FAQs

What does WPA health insurance cover?

Complete Health's core covers in-patient and day-patient treatment, Fast Track Pathways for physiotherapy, skin concerns and cancer diagnosis, a £250 out-patient consultation allowance, an NHS cash benefit of up to £4,500 a year, 24/7 remote GP access and a wellbeing helpline. Around eleven optional extras sit on top, each with its own separate allowance, including cancer treatment, enhanced out-patient cover, diagnostics, therapies, mental health and dental.

Does WPA cover cancer treatment?

Cancer diagnosis is core, through the Fast Track Cancer Diagnosis pathway, which covers unlimited complex scans and biopsies without touching your standard diagnostic allowance. Cancer treatment itself, meaning chemotherapy, radiotherapy and surgery, sits in a separate optional extra called Cancer Care. Brokers add it to almost every WPA policy, but it isn't included automatically, so check your quote specifies it.

What is WPA's Shared Responsibility option?

A co-payment model rather than a flat excess. WPA pays 75% of eligible treatment costs however small the claim, you contribute 25%, and you set your own annual cap on that contribution. It applies per person per policy year, not per claim, so once you reach your cap WPA covers 100% of eligible costs for the rest of the year. On family policies, different members can sit at different levels. It's optional.

Can I choose my own consultant with WPA?

Yes, and this is unusual. WPA doesn't run guided consultant lists. You can use any specialist in the UK provided their fees fall within WPA's limits. That gives you more freedom than insurers who shortlist for you, though it also means more legwork finding the right consultant yourself.

What are WPA's Fast Track Pathways?

Three routes launched in November 2025 that let you skip the GP appointment: physiotherapy through WPA's partner Ascenti with same-day appointments, skin concern support, and cancer diagnosis for breast, prostate or skin cancer symptoms. All are delivered through third-party providers and subject to those providers' terms.

Why does WPA split cover into separate allowances?

Because a single shared out-patient pot means one type of treatment can exhaust another. With WPA, physiotherapy has its own allowance separate from consultations and diagnostics, so a course of physio early in the year doesn't leave you short for a scan later. Cancer diagnosis sits outside both.

Is WPA a good health insurer?

By independent measures it's one of the strongest in the UK. It placed second of ten providers in 2026 private medical insurance ratings with 89.7%, for the second consecutive year, holds five-star ratings from Defaqto and Moneyfacts, is a Which? Recommended Provider, and won Moneyfacts Private Healthcare Provider of the Year 2026. Whether it suits you depends on whether you value consultant freedom and itemised allowances over a large guided network.

Is WPA Complete Health the same as Flexible Health?

No. WPA's previous individual product closed to new business in July 2023 and Complete Health replaced it. If you find a review referencing the older product, it's out of date and shouldn't be used to judge what WPA offers now.
